株式会社オロ（本社：東京都目黒区、代表取締役社長：川田 篤、以下「オロ」）は、業務で1,000万円以上のシステム導入を経験したことがある課長・部長・経営者・役員515名に対して、システム導入の「決定から定着までのプロセス」に関する実態調査を実施いたしましたのでご報告いたします。

■システム導入の予算取りは「来年度の予算を検討するタイミング」で行う

システム（基幹系／情報系など）導入の予算取りはどのタイミングで行うかを質問したところ、「来年度の予算を検討するタイミング」14.2％、「プロジェクトの発案時」10.7％、「システム導入のための企画の整理時」10.3％という結果になりました。（図1）

**■システム導入の予算は「IT投資による成果を予測・数値化」して決める54.6％**

システム導入にあたり投資予算はどのように決めたかを質問したところ、「IT投資による成果を予測・数値化」54.6％、「売上高に対するIT予算比率」35.3％、「利益に対するIT予算比率」34.8％という結果になっています。（図2）

**■要した期間：「要件定義」「システムの設計や開発」「リリース後の定着まで」各プロセス1～3ヶ月**

それぞれのプロセスに要した期間を質問したところ、ボリュームゾーンは下記の結果となりました。（図3）

「システム導入のための企画の整理」①1～3ヶ月　14.0％　②21日～1ヶ月　12.4％  
「要件定義」①1～3ヶ月　18.1％　②21日～1ヶ月　13.2％  
「システムの設計や開発」①1～3ヶ月　15.5％　②3～6か月　14.8％  
「リリース後から定着まで」①1～3ヶ月　17.3％　②21日～1ヶ月　12.8％

「システムの設計や開発」は他のプロセスに比べ、期間が長い傾向にあることがわかります。

**■システムのローンチが「スムーズではなかった」30.5%**

システム導入を決めてからシステムローンチまでスムーズだったかを質問したところ、「とてもスムーズ」21.0％、「少しスムーズ」43.7％、「あまりスムーズではない」23.5％、「全くスムーズではない」7.0％という結果になっています。（図4）

「スムーズだった」計64.7％  
「スムーズではなかった」計30.5％

**■​ローンチがスムーズでなかった理由に「６つの失敗」が存在**

システム導入を決めてからローンチまでがスムーズではなかった原因はなにかを尋ねたところ、下記のような回答が集まり、傾向として「6つの失敗」があることがわかりました。（図5）

①【要件定義の甘さによる失敗】  
●プロジェクトチームで対応したが、要件や仕様の確定に時間がかかりすぎた。  
●最初に考えた要件定義が､自社にとって不要なものが多かったり､不足していることがあった。

②【現場とシステム部門や上層部との意思疎通が取れなかったことによる失敗】  
●システム部門、各業務部門それぞれに思い入れがあり、意思統一を図るのに時間がかかった。  
●担当部署と上層部の考えの齟齬があったため。  
●システムに業務を合わせるスタンスを（現場に）理解されなかった。

③【システム会社との意思疎通が取れなかったことによる失敗】  
●期待値とシステムの仕上がりの差。  
●仕様と要件の妥協点の調整に時間を要した。

④【既存システムとの互換性による失敗】  
●既存のものにこだわりすぎる。  
●既存システム通りに新しいシステムも動かそうとしたこと。

⑤【現場の理解不足による失敗】  
●個人スキルが低い。  
●知識不足。

⑥【コストによる失敗】  
●予算が少なく何度も（導入の話が）止まった。  
●調達する資金の枯渇。

**■ローンチから定着まで「スムーズではなかった」29.1％**

ローンチから、定着まではスムーズかどうかを質問したところ、「とてもスムーズ」19.6％、「少しスムーズ」44.9％、「あまりスムーズではない」23.5％、「全くスムーズではない」5.6％という結果になっています。（図6）

「スムーズだった」計64.5％  
「スムーズではなかった」計29.1％

システムローンチから定着までがスムーズではなかった原因については次のような回答となっています。（図7）

●導入時教育の準備不足。  
●使用説明や講習会を少人数でやらなければならなかったため、相当な時間を要した。  
●ユーザーからの質問が多い。  
●運用が現場に馴染まなかった。  
●期待していた使用感とは大きく異なっていた。  
●データ上の問題、新たな課題が出るなど、想定外の事案が多くあった。  
●実務部門との調整。  
●現場の担当者のシステム対応能力の低さ。  
●システムを熟知している人材が不足していた。

**■ローンチにつまずくと「その後の定着もスムーズではない」69.2％**

図4と図6の質問をクロス集計した結果、システム導入のローンチがスムーズではなかった場合、その後のシステム定着もうまくいかない傾向にあることがわかりました。（図8）

ローンチまでがスムーズだった場合 　　　→「定着もスムーズ」 86.6%  
ローンチまでがスムーズでなかった場合 　→「定着もスムーズではない」 69.2％

**■システム導入後の「振り返りを行う」64.3％**

システム導入後、その振り返りを行っているかを質問したところ、下記のような結果となりました。（図9）

「振り返りをした」 64.3％  
「振り返りをしていない」 26.6％

振り返りの内容は下記のとおりです。（図10）

●業務時間短縮効果  
●費用対効果、ユーザーへのヒアリング  
●生産性の向上の程度  
●残業時間の比較など人件費見合い  
●KGIレビューと投資対効果レビュー、委託先との幹部間レビュー  
●要件定義での要件漏れや設計フェーズでの要件落ちなど本来実現するべき機能が漏れた原因の洗い出しほか  
●ユーザーの評価、どのような効果があったかの数値化  
●満足度調査、改善点のヒアリング  
●人、作業など項目別で投資効果を測定し、以前と比較  
●費用対効果およびセキュリティの向上に加えて操作性の確保

以上の調査より、  
1,000万円を超えるシステムを導入する場合、予算取りは「来期の予算決めの段階から行うこと」、その際には、「IT投資による成果を予測・数値化」したデータから予算額を決めていることがわかりました。また、システムローンチがゴールではなく、スムーズな定着を叶えるためには、「6つの失敗」に留意しながら、システム会社との連携や社内調整を行うことが重要だと言えそうです。
