[HOME](https://www.oro.com/zac/)> - [ニュース](https://zac.go.oro.com/news)> - 「ボトムアップ」と「トップダウン」 “強い組織”をつくるために最適な意思決定スタイルはどっち!? システム導入に関する実態調査2022 # 「ボトムアップ」と「トップダウン」 “強い組織”をつくるために最適な意思決定スタイルはどっち!? システム導入に関する実態調査2022 リリース 2023/03/23 株式会社オロ（本社：東京都目黒区、代表取締役社長執行役員：川田 篤、以下「オロ」）は、2022年12月に、業務で1,000万円以上のシステム導入を経験したことがある課長・部長・経営者・役員515名を対象として、システム導入の「意思決定プロセス」に関する実態調査を実施しました。 システム導入の“真の決定者”は「システム部長」であることを明らかにするとともに、 2023年1月に行った二次分析調査では、システム導入の際に「つまずく6つの失敗」があることを明らかにしています。今回は、「ボトムアップ企業」「トップダウン企業」それぞれにおいて、“導入プロセスにかかる時間”や“導入までのスムーズさ”に関する二次分析を行いました。会社経営の意思決定スタイルとして用いられる「ボトムアップ」と「トップダウン」のどちらがより組織の成長や活性化につながるかを考察しています。 4月は組織改編が行われるタイミングです。「従業員のモチベーションが高く、生産性が高い”強い組織”づくり」を目指す経営者・事業責任者の方に少しでも参考になれば幸いです。 ![00-3](https://zac.go.oro.com/hs-fs/hubfs/00-3.png?width=4476&height=2354&name=00-3.png) 【調査結果のポイント】 - **システム導入における各プロセスに要した時間は「トップダウン企業」の方が短く、スピーディーな意思決定が行われていた。** **【プロジェクトの立上げ に「31時間以上」かかった】 「ボトムアップ企業」 35.3%  > 「トップダウン企業」 22.2% 【情報収集／検討資料作成 に「31時間以上」かかった】 「ボトムアップ企業」 44.3%  > 「トップダウン企業」 36.2%** - **一方で、システム導入が「スムーズだった」と納得感が高かったのは「ボトムアップ企業」であった。** **「ボトムアップ企業」 スムーズだった 71.9％ 「トップダウン企業」 スムーズだった 55.2％**   ■システム導入のきっかけ（図1） ![01](https://zac.go.oro.com/hs-fs/hubfs/01.png?width=4476&height=3358&name=01.png) システム導入のきっかけは、「ボトムアップ企業」「トップダウン企業」どちらも 1位「生産性向上の機運の高まり」 2位「既存システムやサーバの保守切れ」 ボトムアップ企業 3位「働き方改革の機運の高まり」 32.1% 4位「人手不足の深刻化」 28.5% 5位「事業規模拡大により」 24.5%  トップダウン企業 3位「事業規模拡大により」 23.3% 4位「働き方改革の機運の高まり」 20.9% 5位「法改正対応」 20.2% **■システム選定に影響を及ぼした情報（図2）** ![02-2](https://zac.go.oro.com/hs-fs/hubfs/02-2.png?width=4476&height=3358&name=02-2.png) 意思決定に大きく影響を及ぼした情報は、「ボトムアップ企業」「トップダウン企業」どちらも 1位「自社の事情に合ったシステムかどうか」 2位「課題が解決できるか」 ボトムアップ企業 3位「アフターサービス」 8.7% 4位「費用対効果を示したデータ」 8.0% 5位「導入実績」 7.6% トップダウン企業 3位「導入実績」 8.6% 4位「利用製品の使い勝手」 7.9% 5位「費用対効果を示したデータ」 6.6% **■システム導入のそれぞれのプロセスに要した時間（図3）** ![03](https://zac.go.oro.com/hs-fs/hubfs/03.png?width=4476&height=3358&name=03.png) それぞれのプロセスにおいて決定までにかかった時間を「10時間以内」「20時間以内」「30時間以内」と「31時間以上」で集計。「ボトムアップ企業」「トップダウン企業」で比較したところ、全体的に「トップダウン企業」の方が短く、スピーディーな意思決定が行われていたことがわかる結果となっています。 【プロジェクトの立上げ に31時間以上かかった」 「ボトムアップ企業」 35.3% > 「トップダウン企業」 22.2% 【自社要件の整理 に31時間以上かかった】 「ボトムアップ企業」 39.4% > 「トップダウン企業」 36.8% 【情報収集／検討資料作成 に31時間以上かかった】 「ボトムアップ企業」 44.3% > 「トップダウン企業」 36.2% 【導入委託先・購入先の選定 に31時間以上かかった】 「ボトムアップ企業」 36.8% > 「トップダウン企業」 28.3% **■システムの導入（図4）** ![04](https://zac.go.oro.com/hs-fs/hubfs/04.png?width=4476&height=3358&name=04.png) システムのローンチがスムーズだったかどうかを尋ねたところ、「ボトムアップ企業」の方が、スムーズだったと答える割合が高く、納得感が高かったことがわかる結果となっています。 「ボトムアップ企業」 スムーズだった 71.9％ 「トップダウン企業」 スムーズだった 55.2％   **■まとめ** スピード感では「ボトムアップ企業」は「トップダウン企業」に劣るものの、結果的に「スムーズにシステムを導入できた」と満足感が高かったのは、 「ボトムアップ企業」という結果になりました。 一般的に、 -
